Why Convert My USD to CAD, Then Back to USD???

I have a USD account and USD credit card. I have several CAD accounts and credit cards. I want to use my USD account to pay for USD items. This should be simple. What I was told by PayPal agent Rachel, was that they actually convert it to CAD, pay themselves via a conversion percentage, then convert my money back to USD which it started as (but now there's less of it) and send my reduced USD money to the seller. Are you kidding?? Any way I can just use USD for a USD purchase? Help!

Hi! I closed my CAD account because somehow Paypal took my CAD when i converted in US. It showed it was converted, however was never accredited..Also 2 days ago i tried to withdraw $20 (i had more that the double on the card) and it said it was not completed..no reasons given.. now i am afraid to use it to buy anything.. not sure what is going on here with CAD zaccounts.
