I’m trying to send money to a friend I sent money to before & it keeps goving me an error saying This recipient accepts PayPal payments only through their website. Both of us are in the USA

The error message provided indicates to me that your friend has adjusted something in their payment receiving preferences. I'd recommend reaching out to your friend and having them review their account settings before you try the payment again.
