Getting the error below when trying to link my PayPal account with my canadian Microsoft account.
The PayPal account has an approved link for bank transfers to my canadian bank (TD).
"We’re sorry, we weren’t able to set up preapproved payments at this time. Please try again later."
Something tells me "Please try again later." won't do it (Where does it ever?).

I am encountering this issue too.
But in the first place, I was able to proceed with paypal balance.
This issue only happened after I add a credit/debit card to my account.

I've been having the same issue.
It started happening after I did an update in my account (address, bank account information etc). Now I am stuck, unable to pay a simple $10 Netflix subscription.
After reading many forums about this issues, here is what I tried... to no avail:
-clearing my cache, browser history
-trying in chrome incognito
paypal, what is yo deallll
