I am a new user of paypal and have it linked to my bank account. I was just trying to buy an ecard on paypals website and it is giving me this message.
My email is confirmed and so is everything else, what is the problem?
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
