Shopping on Norton Website

Since Yesterday I have been trying to buy Norton Security Deluxe and I am getting an error when I try to use my PayPal account.

 

The error I am seeing is:

 

"We are unable to process your order from the information provided. Please re-enter your payment information or try another payment method" 
 
I do not have another payment method available.  I have my bank account connected to PayPal.
 
Any help would be appreciated please.. Thanks. I was told by Norton to contact PayPal.
 
I have used my PayPal account on other websites and haven't had an issue.
