Potential fraud from Seller

I bought Hot toys for 265$ outside ebay on May 2,seller avoid giving me tracking number until May 8 after filing complain at paypal.Escalated the issue,paypl looked and on May 11 seller provided tracking on paypal. When I checked the tracking number it says "outward registered letter" ready to ship I checked what it means and I guess im **bleep** by seller as it might be a small packet not package. Usually a Hot toys weigh around 8 pounds and more so a letter or a packet appearing on tracking number gives me no hope at all. Should I send if back upon recieving or refuse to accept it when delivered?
