Payment withdrawn from BOTH paypal & bank acct

I recently made a small ebay purchase which I have money in my paypal acct to pay for.

The problem is, it was taken out of paypal AND my bank acct.

Is this a paypal issue? Anyone else have this happen, and if so, how did you get it resolved?
