Payment taken through credit card instead of PayPal balance due to different currency?

So I got about $70 USD in my Paypal account, and I bought something under that price in Japanese yen.
I assumed that Paypal would do the exchange and deduct from the USD balance, but according to my activity it just deducted the full yen cost from my credit card!
Is there any way I can fix this? For future purchases, if nothing else?

Your balance has to be in the countries currency of the person you are paying.
You can convert it in your paypal balance by clicking on balance > manage currencies (fees apply).
Advice is voluntary.
