Having trouble paying with PayPal

Pay Pal why am I having trouble paying with paypal.  I received the invoice from a seller  and tried to pay it through PayPal, I select PayPal as the method, ebay opens window but nothing appears the little symbol keep going round and round and no PayPal information appears.

When trying to pay for Cineplex theatre tickets I can get to the final step then I get the blank screen. I have no way of knowing whether or not the payment has been made.
