Canadian CIBC smart Prepay USD Visa Card getting charged conversion fees

Paypal is charging me tranactions fees and convertion charges anytime I buy something  from Ebay.com (I get it ship to Niagra fall US and pick it up there)

But I am using a US Dollar Visa prepay card so I am paying in US funds so there isn't any convertion fees

But if I don't go thru Ebay.com and the person from USA send me a invoice in US Dollars and pay it directly thru paypal I have the

option for my bank to charge the fees and I don't pay anything extra

  I need a option in Paypal on my US credit card to say permanently use my banks fees and not Paypal fees  WHEN I BUY SOMETHING

I am still getting charged conversion fees, I am from Canada but used a smart prepaid US Dollar card so I am paying in US$, Paypal email me and said to call them about a 30-45 days ago

and they fix it but I just did another transaction , and getting conversion fee again . Buy something on ebay.com shipping it
