server DNS address could not be found

Hi there, I have created a button with Paypal. All set correctly. 
When you click on Subscribe Paypal button i just created, it lands on payment confirmation page with item price and details. Next, I click on a button Login which redirects to www.live16.paypal.com with a message: "server DNS address could not be found."  Sometimes it redirects to live11.paypal.com or live9.paypal.com etc.
This happened to everyone who tried to pay.

This happened to me after trying to report unauthorized charges on my account. 

www.live9.paypal.com’s server IP address could not be found.

Down or just me shows the above site is down.  So it's not me.
