payments to Ukraine credit card

I am sending Euros to a friend in Ukraine. She must open a Credit Card to store the Euros. How then can she pay bills and maybe get cash in her Currency (Hryvnia)?

If you are using paypal then you won't be able to send her funds as folks in the Ukraine can only SEND paypal payments and not RECEIVE them.
