The funds already came out of my acct. Now they say it's coming out on the 31. What the **bleep** is that about?

Us account suppose to be coming out of PayPal balance but says it will access bank accounts. There is money in balance and I have it set up to pay from PayPal balance.when I paid it paid it didn't day nothing about delayed payment.
