how can I solve limitation problem

If its a permanent limitation then you can't.

If its not then provide the information that paypal may have requested to raise the limitation.

Click on help / contact bottom of your paypal page and see the options available for your country.

But as far as i can see paypal is not yet available in your country????

If its not then what countries paypal account do you have?
