It would not make any difference, you are not allowed to open a paypal account in a country you are not a resident in.
As paypal is not in Bangladash then you should not have a paypal account.
Paypal have seen you are not a resident of the US so your limitation is permanent.

Nope, you should not have a U.S paypal account if you are not living in the U.S.
To have a paypal account you have to have an address / bank account / card all from within that country.

Well, somehow PayPal found out that you "Access the PayPal services from a country that is not included on PayPal's permitted countries list." which is a restricted activity that is grounds for "Terminate this user agreement and/or close or suspend your PayPal account, and we may refuse to provide the PayPal services to you in the future."
