You need a funding source which could be funds in your balance / debit or credit card / bank account.
BUT if you only have a bank account and no back up card then your payments ''may'' go as echeques and you may have to wait for them to clear through to the seller before the seller ships your item.
This is because paypal normally credits the seller in advance and paypal wait for your funds to transfer from your funding source to pay them back again.
BUT they only take that risk if you have a back up card linked to your paypal account as well to reduce that risk to them of your bank transfer failing.
Advice is voluntary.
