If I have 155 USD in my paypal balance, but the purchase I'm making is165$, and I add a debit card to the account, is there any way to use my balance, then charge the other 20$ on the debit card for the purchase?

Yes, review your payment method during checkout to make sure the PayPal balance is the payment method and then select your debit card as the back up method.
