Using Multi-Order Shipping and get "We’re unable to process your request. Please try later."

I have been trying to use Multi-Order shipping for a week and each time I try, no matter the browser (IE11, Firefox, Chrome), when I go to check out, I get "We’re unable to process your request. Please try later.". I did try again later and still nothing. Any help?
