Specify recipient email (peer2peer) in ULR parameters?

Is there a way to specify a recipient's email in parameters to that I could initiate p2p payments for which the recepient is known but the payer isn't?

Something like https://www.paypal.com/myaccount/transfer/send?recipient=jack%40bogler.com&amount=20&currencyCode=EUR

Amount would be evn better but really only recipient is important? I saw something about it here but could not reproduce it

Have you checked out PayPal.ME ?  It's not the answer to your question but, it may be an alternative solution.
