Reimbursement of return shipping costs

I'm trying to help out a buyer in eBay's Community.  He paid for return shipping of an item that was 'not as described' and didn't realize that the seller was responsible for providing a prepaid return shipping label.

 

I've been led to understand by experienced responders that it's possible to file a dispute in PayPal's Resolution Center for just the return shipping ... but I am unable to find information on that option.  Can someone point me in the right direction so I can help out this eBayer?

your experienced Ebayer is wrong.

when  dispute of item not as described is filed on Ebay,seller will pay return shipping,a shipping label will be generated and once shipped,the postage would be charged to the seller account.this is how it works on domestic transactions.

but if the buyer did not use the lable or no lable was created,then he pays for return shipping,seller is not obligated to reimburse him.

you cannot file a dispute on return shipping,only on items y ou purchased.

you may speak to the seller and ask if he will reimburse you .
