Someone bought something from me. Now she wants a refund. If she doesnt send the item back, can i put a dispute in with pay pal where she doesnt get her refund?

No. The buyer can file a dispute on you, the seller, to get their money back if you do not refund on your own. Sellers cannot file disputes. No such thing for seller to file a dispute on the buyer so they can't get their money back. Don't you wish.

Once you issue the refund the deal is done and you have no options, so no refund until item is returned satisfactorily.
