Personal Payment

Hello today I encountered this issue where a friend of mine tried to send me a personal payment but he couldn't, he got this message displayed in the screen: Sorry this recipient can't accept personal payments.

He had to send me the payment through business paypal where paypal actually kept part of the money.

I'm from Argentina, my paypal account email was confirmed and I have an international credit card VISA linked to it, why can't I recieve personal payments?
