Paypal denied by appeal because of tracking issue?

Firstly, I filed a dispute with a seller because he wouldn't refund my money. I had already shipped the package back to him at the same address that the package came from. Paypal said that my tracking number did not match the location of the sellers paypal address (ok?). I appealed their decision. They denied my appeal on the basis that my tracking number did not work, when it works perfectly fine. Yet, they could track the number when I provided it for them when I filed my dispute. Utterly terrible. Do the claims specialist actually take the time to read the additional files? The tracking number works fine, what gives?

its honestly a joke how bad the dispute process is. the claims 'specialists' look for key words but can't seem to grasp the entirety of the situation. better off just doing a chargeback
