im trying to send money to a friend but it keeps telling me that my payment was declined and i need to contact my card issuer, im using my paypal balance not a card, ive done this process before but now it seems stuck
I have had this issue sometime back. Looks like there are some paypal rules which might block from sending money due to some backend limitation. I called the customer care and they were able to resolve it. You can email them too. Hope this helps. You have to make sure there is no issue with your card/bank account though.
