I bought an item on eBay, and was told that my money would not be released from PayPal to the seller, until the seller actually had a tracking # of shipment. The seller never shipped the item, and there was NO tracking #, yet PayPal paid the seller $725 from my account! Now I am waiting, with a dispute for this scam artist to respond! Of course he will not respond, and I'm wondering why PayPal paid this seller in the 1st place. Any suggestions on how to get PayPal to reimburse me, sooner, rather than later? I have opened a dispute with Paypal a week ago. Thanks

Just escalate the dispute to a claim as soon as you can. After that you will not be able to add more details. PayPal will then review for 10 days and then make a decision. Since you filed a dispute the should be held with PayPal not yet in the seller's account.
