PP working capital loan denied error 650

I had 3 loans all was approve until this time I try to apply a new loans because I had paid the old one off early by $245 bucks. When I paid it off, I wait about 3 days and try to apply the loans and it got denied with error 650.. I been reading lot of threats about error 646, but do anyone know what error is 650 is reference too?
