Not receiving PayPal email in Message Center

So, yesterday I sent PayPal a secure email from my Message Center inquiring about my not being able to find Balance Manager. In less than 24 hours I received a PayPal message to log in to my Message Center for the response to my issue. Well, I sign in to my PayPal account & see I have no Notifications [?] but I go on over to my Message Center. I have nothing in my Inbox. Hmmm. So, I sent PayPal another secure message in Message Center telling them I have no new messages in my Message Center Inbox. Now I've received, like, 5 PayPal emails to sign in to my Message Center where I have not received anything in my Inbox. Am I stuck in a loop? Is Message Center not working? Is anybody else having this problem?

I never used message center.  When I've had problems, I just made phone calls to PayPal support.

I've also done emails, but they are slow.
