Can I send an invoice to someone through PayPal?

Yes.

Login to your account.

Click on "Send and Request" (top menu).

In the Request Money box (right side of screen).

Click on "Create invoice".

Click on "+ Create invovice".

Click on "Invoice"
Fill in the details.

You can Preview, Save as Draft or Send.
