I need to get a receipt so that I can reconcile my credit card statement with our accounts payable department. How do I go about getting one?

@Shares1 Have you requested one from the Seller? That's the first place I would check. Short of that, you have record of payment in your PayPal account.

what do you mean by intl transaction fee?seller pays the fee,are you buyer or seller?
if seller asks for foreign currency,then you pay the conversion fee from your local currency to his currency.
if he ask for your local currency,then he pays the conversion fee if he wants it in his currency.ocnversion fee is 3% above and beyond real time exchange rate.
seller pays Paypal fee-transaction plus %

if you find these transactions in your account,there is no breakdown of intl fee,there is just the total paypal fee,you have to do some math to figure .
