How to send 15k to friends and family?

I need to send my brother in law 15k. I see that we would need to break it up into two transactions. My questions are about how this will or won't be taxed? And is there a possibility this will be held up? I have a verified account and so does my family memeber. But I have never presonally made any transactions this large before although in the last 10 Plus years of using paypal I have bought probablly a couple thousand worth of stuff lol.

Recipients will be limited as to how much they can receive per month.

There are U. S. regulations relating to money laundering.

There are international restrictions per country.

If there is the appearance as the transctions are to avoid fees, accounts will be limited.

If there is any question about the source of the funds, your account will be limited.

If the sender's and/or recipient's account has issues, both will be limited and funds likely held for 180 days.

Wrie transfer is a much better way.  Your bank will be able to let you know immediately if there are any regulatory restrictions.
