If I do not link my credit/debit card with my account, can I still buy/sell things?

Unlikely as you won't have verified your paypal account.
To get full use of your PP account, you would need a Verified status account. Unverified account have limits to them. Eventually, PayPal will ask you to add bank/card anyway.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
