How do I send a tracking number to the customer when creating a shipping label?

When I am creating a shipping label to send to a customer, paypal states that it will send an email to that customer with tracking information. Even if I click the box that says "Email note to customer" and include a custom message the customer almost never receives the email. I'm not sure how to remedy this and often have to send an entirely separate email to the customer with their tracking. Anyone have a solution?
