How do I fix an error on Paypal with funds?

On my Ebay account I have sold and shipped an item I sold to someone but Paypal said it's on hold and I already provided a tracking number and printed a paking slip as well. I waited a week for it to fix itself but I find it's taking longer. What maybe the issue here?

Once the system can confirm delivery from tracking info, then payment may be released in 3 days to 7 days (domestic), 14 days (intl).
