Welcome to the community! I'm sorry to see that this hasn't been answered by the community yet, but I'm happy to answer.
When it comes to payments for goods and/or services, the seller pays the fee for every transaction. The customer does not ever get charged more than the cost of the listed cost for using PayPal to make a purchase payment. There isn't a mechanism to pass the fee on to the customer, as surcharges to the customer for the use of PayPal are not permitted.
The suggestion I can make is that if the cost of doing business is such that you feel that the price of your item or service needs to go up to cover it, you can raise the actual base price. The base price of an item or service is entirely up to you.
