What happens if I want to give a refund and I don't have enough money in my account? I don't have a bank or credit card linked. It said that if I don't respond in 10 days the buyer will win the claim and will the buyer get the money back but I don't have enough funds.

If the buyer wins the claim and you refuse a refund then Paypal will refund the buyer under their buyer protection policy.
However they would then put your paypal account into negative and limit it until you pay them back again.
If you don't pay them back then they pass your debt on to a debt recovery agency who will come knocking at your home addy or place of work.
Advice is voluntary.
