I stated most of it in the title, but Paypal states it takes $0.30 plus 2.9%. I take that into account when pricing an item. After seeing they took almost $21 out for a <$500 payment, my mental-math sold me the fee was over 4%. Is there some fine print I'm missing? Now I'm wondering if I've been getting ripped-off for years with this since I never bothered to check whether a fee was 2.9% or 4.5% of a $20 payment here and there.

Your buyer may be in the US,but he is using a card issued by a foreign entity and it costs more to collect the payment for you.
