IS THERE ANYWAY TO PASS THE FEES THAT ARE CHARGED ON TO THE CUSTOMER WHEN INVOICING?

On ebay its against their rules to surcharge for paypal.

If its not ebay then you can only surcharge if the full cost is known upfront to the buyer before they commit to buy.
