Customer's card declined

I recently took a commission from someone interested in my art. When they tried to send me the downpayment, they got a message that said, "This person does not accept this type of payment." It was a walmart visa...I've taken commisssions before and there have been no problems. What does this mean? Is there something i can do to accept the payment?

do you block foreign currency?

why not send him a payment request and see what happens

well theyre in the states with me so its not like a different currency im receiving. i will try the request money though.
