Chaos with Buyer has a wrong address in paypal account and wants me to reship

Buyer has a wrong address when I invoiced him.
I have shipping and tracking info in the invoice.
I learn that the package was not able to arrive (because of the wrong address) and it is shipped back to me.
HOWEVER for some reason, the USPS package tracking says that there is a problem with my package (Allegedly did not send) even though I already have the package at home.
The buyer sends me 7.25(reshipping cost) without any protection, and gives me a new updated address.
What should I do? Should I just
1: send another package
2: Ask him to change his PayPal address and refund the 7.25 and create a new invoice of 7.25
