Changing Primary Funding Source for Paypal Debit/Credit Card

It let's me update the backup funding source, but not the primary. Suggestions? Thanks

for the Paypal business debit card,your primary source will always be your Paypal fund,then your bank fund.

My PayPal business debit has my bank account as backup, I have 240 in my PayPal account, and when I used my card today for a $70 purchase it took it from my bank account. I don't get it. I've looked all over for a way to make the card use my balance first.
