When I go into the page for how much money I can send it's about three thousand dollars. Yet, when I want to send $10 to a friend, even if I have that amount + more on my paypal account, it says "Your payment was declined. Contact your card issuer to find out why. Or choose another mayment method and try again". I don't have a card or bank linked to the account and I'd rather not. But fro what I've understood you're supposed to be able to send that amount of money as long as the page that says how much money I can send says so. I also even tried to send just $5 but it still didn't work.
