Can't find the Refund button for a purchase anywhere

I can't seem to find "refund this payment" button anywere, I tried looking for it on both the app and on the website on my laptop. Any help?

Did you find the transaction on your PayPal activity list on your computer?

Is there no option to refund?

How was the payment made, goods/services or family/friends?

Yes I found the transaction, however I can't find the refund button. This was a purchase/goods
