Buyer can not checkout

Buyer is trying to checkout and selects PayPal and highlights circle but screen keeps going back to select payment form?

As we don't have enough details or an example, you may want to suggest to your buyer to refresh their web browser by deleting the browser's cookies, temp files, history and cache, then close the browser, reopen it and retry making the purchase.   Another option is to try using a different web browser.

It seems that every potential buyer is having this problem currently.  

It has to be on paypals end, not the customers cache and cookies.
