Block Non-USA Accounts

I noticed on my pp business account the setting for:

Block Non-USA accounts and Block Non-USA addresses is not listed.

My other business account has them.

Support was not much help.

Anyone know why?

Have you tried the Merchant Support Community, maybe someone there has some thoughts.
