About refund to a customer claim

Is my response to Paypal about a pending refund to a client a confidential response or can the person file the claim read it’s as well

In the dispute phase the comms are between buyer and seller.

The page said Paypal was waiting on my response to see if they would refund the money or not so I assume it was ro paypal so they can determine the resolution of the claim
