Can I specify FedEx shipping instead of UPS or USPS? There doesnt seem to be an option to do so, but UPS and USPS will not deliver to this address.

Just ship through Fedex website and upload Fedex tracking number to the PP payment transaction or if selling through eBay, Fedex option is available there.
