I have always heard that if you sent payment as a gift, the receiver would not be docked the processing fee. Apparently , this isn't true. What is the gift rate? The same as all others?

Hi Tlhiggins, and welcome to the forums!
Gift payments are not subject to a fee, unless a credit or debit card is used. If you use a credit card to send the payment, you get to decide to pay the fee yourself, or have the fee deducted from what the recipient gets.
Click here to learn more, or click "Fees" at the bottom of any PayPal page.
I hope this helps! 🙂
