If I want to have a sale, or give discounts to customers, how do I apply the discount through pay pal, so they can see it on thier invoice before paying?

Are you selling through a web site or are you sending email Invoices? If sending email Invoices, there's an option on the Invoice to apply a discount.
If you're selling through a web site, there are options however, the method is totally different from an invoice. First, there's no built in Account Profile settings for discounts however, PayPal does have "discount" variables which can be applied to individual item buttons. If you require the discount applied to the entire cart, then you would either have to create a custom mini cart or go with a 3rd party shopping cart that has the features you need.
