I am wondering if I can set up a recurring withdrawal from PayPal to my bank account to withdraw funds. If so, is there a cheat sheet on how to?

Call PayPal and tell them you want to activate that and they'll do it for you. I believe they call it Auto-Sweep. It's not something you can enable on your own through your account, but they can turn it on for you.
