Why is Paypal forcing guests to create accounts?

I've recently noticed a that paypal is now forcing users to create an account when paying with a debit or credit card. After filling in the information that would normally appear in guest checkout, users are forced to enter their email and choose a password. This was not always like this. I have guest checkouts enabled. Is there any way to change this?

No they are not.
The checkout page is laid out in such a way to IMPLY that you should create an account, but there is a "No thanks" option.
Always has been.
